OVERVIEW This report covers the German market for pleasure boats consisting of motorboats and yachts, sailboats and sailing yachts, small watercraft (rowing and paddle boats, canoes, kayaks) and inflatable boats. In 1991, the pleasure boat market in Germany totaled DM 660 million ($397.6 million). Domestic production accounted for 28.8% or DM 190 million ($114.5 million) while imports captured the lion's share with 71.2% or DM 470 million ($283.1 million). Exports reached DM 270 million ($162.7 million), or 58.7% of production. Almost two-thirds (65%) of German boat imports are motorboats and nearly 30% are sailboats. The major supplier was the United States with 27.7%, or DM 130 million ($78.3 million), an increase of 50.6% over 1990. The Netherlands followed with 13.6% and France with 9.7%. C. MARKET ASSESSMENT In 1991, the German pleasure boat market developed well. It increased 14.2% over 1990 to DM 660 million ($397.6 million), of which imports had a share of 71.2%, and local production supplied only 28.8%. German boat builders traditionally export a large share of their production. In 1991, this export share was "only" 58.7%, due to sharp sales decreases in some of Germany's most important export markets. The Gulf War and the civil war in Yugoslavia were mainly responsible for the German pleasure boat industry's export losses in the Mediterranean markets in 1991. Demand was weak in other important export markets, such as France, the United Kingdom, Japan and the United States, as well, which suffered from marked economic recessions. The decrease in exports was more than offset by a strong domestic demand. The new eastern states' contribution to this demand was insignificant; interest from eastern Germany centered on boat motors and other boat accessories rather than on new boats. U.S. motorboats play an important role in the German pleasure boat market; U.S. boat brands - as German boat manufacturers grudgingly admit - control the market. Almost every German boat dealer sees to it that his product line includes at least one motorboat line from a U.S. manufacturer. Trade experts believe that the growth rates of 1991 (boat imports grew 19% over 1990, while the total market increased 14.2%) cannot be repeated in 1992/93, since the market seems to be saturated. They anticipate the German pleasure boat market will grow by about 3%. Imports might increase 3 - 5%, while domestic production could grow 3%. Exports might increase by 2% in 1992. Considering the fact that U.S. motorboats sold exceptionally well in Germany during 1991 (imports increased 50% over 1990), boat dealers believe that 1991's imports cannot be reached again in 1992 and might decrease about 10%. D. COMPETITIVE SITUATION In 1991, almost two-thirds (65%) or DM 305 million ($183.7 million) of the German boat import market amounting to DM 470 million ($283.1 million) resulted from motorboats, whereas sailboats had a share of nearly 30% or DM 140 million ($84.3 million). Competition is strong. In 1991, seven European nations and the United States supplied 81.2% of German boat imports. The three leading suppliers of boats were the United States, with an import market share of 27.7% or DM 130 million ($78.3 million); the Netherlands, with 13.6% or DM 64 million ($38.6 million); and France with 9.7% or DM 45.5 million ($27.4 million). Closely following the top three were the United Kingdom with 9.2% or DM 43.4 million ($26.1 million), Sweden and Denmark with 5.9% and 5.6% of the German import market or DM 27.7 ($16.7 million) and DM 26.1 million ($15.7 million) respectively. Norway and Italy tied for seventh place with DM 22.5 million ($13.6 million) each, or 4.8% of the German boat import market. Boat sales from the three Scandinavian countries consisted almost entirely of sailboats. Other leading suppliers of sailboats were France, whose sailboat sales to Germany made up 60% of its boat exports to the country, and the Netherlands, whose sailboats had a share of 29% of its total boat exports to Germany. Two-thirds of the Netherlands' boat exports to Germany, however, consisted of motorboats/yachts. Other important motorboat suppliers to Germany, beside the United States and the Netherlands, were the United Kingdom with DM 31.1 million ($18.7 million) and Italy with DM 16.7 million ($10.1 million). In the German sailboat market, the United States does not play an important role as a supplier. Scandinavian suppliers (such as Hallberg Rassy), French boat builders (such as Jeanneau and Beneteau), Dutch and, of course, German firms control the market. According to trade experts, U.S. sailing yachts, in general, do not meet the German preferance for sleek, fast, almost care-free fiberglass sailboats built by European competitors for sailing in rough waters and weather. We suspect that this may reflect a lack of marketing by U.S. builders of such boats. The U.S. suppliers offer mostly traditional boats, often with extensive exterior woodwork and finishing. The United States does lead by far in the two most important sectors of the German motorboat market: a) motorboats up to 7.5 meters in length: German imports of U.S. motorboats reached about DM 58 million ($34.9 million), or 73.4% of total German imports in this class; b) motorboats of 7.5 meters to 12 meters in length: German imports from the U.S. amounted to DM 50 million ($30.1 million), or 32.5% of total imports in this class. In the "sportsboats" segment, the U.S. import market share was 36%, or DM 9 million ($5.4 million). In a fourth market segment, "oceangoing inboard motoryachts," the United States ranked second, after Italy, with 18.5% or DM 8.8 million ($5.3 million). As can be seen from the attached list of leading boat dealers, U.S. motorboats are well represented in Germany. In fact, almost all U.S. manufacturers have a German representative. Many dealers represent more than one U.S. company, and some sell up to five U.S. boat brands. Since the representation capacities of most German boat dealers are filled, U.S. motorboat manufacturers not yet represented in Germany will not easily find an agent during 1992/93. Germany is an exceptionally weak market for sport fishing boats, due to the fact that the country has only two relatively small strips of coast on the North and Baltic Seas, and about all lakes are closed to motorboating. There are two exceptions, Lake Constance and the Starnberger See, for which a limited number of motorboating licenses is issued, but even on these lakes fishing can only be done from shore and is not permitted from boats. There are no special ways of financing for pleasure boats in Germany. Payment within 30 days of receipt of shipment is the general rule. Letters of credit, even irrevocable letters of credit, are customary with new customers. The majority of foreign boat manufacturers sells through its German or other European distributors/dealers or agents. Most U.S. motorboat manufacturers are represented. The EC Commission is working on a directive concerning recreational craft (boats), which it says will be effective January 1, 1994. The German Boating Association, however, expects the EC directive's earliest possible date of implementation to be January 1, 1996. The directive defines recreational craft as boats between 2.5 and 24 meters in length. The directive excludes racing craft (speedboats), commercial craft, kayaks, windsurfers, jet-skis, historical craft, experimental craft, submersibles, and air cushion vehicles. According to a June 1991 draft, there will be two essential requirements: For integrity and structure, and for installation. The integrity and structural requirements address the boat's structure, stability, buoyancy, carrying capacity, compartmentation, escape hatches, mooring and towing capabilities and removal of water. The installation requirements comprise propulsion systems, fuel systems, gas systems, steering systems, electrical systems, fire protection, and navigation lights. The Commission foresees the need for approximately 35 standards for the implementation of the directive. There are, at present, two issues still awaiting settlement: a) whether craft under 6 meters can be self-certified (if production is fewer than 20 units a year); b) whether the machine safety directive will continue to apply to inboard and outboard engines.
